Operation Underground Railroad (OUR) – a Vanguard in the Fight Against Child Trafficking – End Slavery Now
Over 250 victims of human trafficking have been rescued in only one year by the non-profit group Operation Underground Railroad (), with the vast majority of those being minors. In addition, we have assisted in the arrest of over 30 traffickers, putting them out of business for good. T. Ballard, a former United States Special Agent for the Department of Homeland Security who served 12 years in that capacity, is the founder and CEO of OUR. While serving on the Internet Crimes Against Children Taskforce and the Child Sex Tourism Jump Team, Ballard assisted in infiltrating and dismantling dozens of trafficking organizations that kidnapped children and forced them into the sex slave industry.
Aside from enjoying the pleasant experience of working with devoted United States government personnel, Ballard was increasingly uncomfortable with the methods being used to rescue imprisoned children.
As a United States agent, Ballard would never be permitted to rescue children if their cases did not have a connection to the United States or could not be prosecuted in a United States court.
He assembled a team of the best in the country and launched Operation Underground Railroad in November 2013.
Mission: Liberate Enslaved Children and Dismantle the Criminal Networks
In a nutshell, the mission is straightforward: using cutting-edge computer technology and human intelligence, our undercover teams of former CIA and Special Operations personnel travel to some of the world’s most dangerous locations to assist in the liberation of enslaved children and the dismantling of criminal networks. OUR operators have dedicated their life to rescuing imprisoned children all across the world, always with the consent and request of local governments and authorities. We keep the relevant US Embassies aware of our efforts, and we have been lucky in that we have been able to rely on their assistance and involvement in a number of rescue operations.

Fastest Growing Criminal Enterprise
The breadth of the problem is enormous; it is believed that there are 27 million enslaved human beings in the world, which is a greater number of slaves than ever existed during the trans-Atlantic slave trade. Many are sex slaves, since sex trafficking is the fastest expanding criminal industry in the world, with more than a million people trafficked every year. Fortunately, there are some credible organizations that exist to communicate information about this problem and promote awareness, and others that serve as aftercare groups for those who have been harmed by this situation.

As part of a collaborative effort with Colombian government officials and Homeland Security Investigations agents based out of our Embassy in Bogota, OUR conducted simultaneous operations in three Colombian cities (Armenia, Cartagena, and Medellin) that resulted in the liberation of 123 trafficking victims, 55 of whom were minors, and the arrest of approximately ten trafficking perpetrators.
OUR performed three distinct types of sex parties for affluent and prominent Americans and Canadians, each of which played to its strengths by mimicking would-be kid sex tourists who were planning sex parties for these wealthy and influential Americans and Canadians.
Our investigators were outfitted with disguised microphones and hidden cameras during each covert encounter, allowing us to record high-quality evidence that Colombian prosecutors are now utilizing to construct strong cases against the people who were detained earlier this year.

Human Trafficking- An Interview with Operation Underground Railroad
Tim Ballard was interviewed for this article. “A human trafficked girl’s entire independence doesn’t truly begin to be acknowledged until she realizes she is a human being who has the potential to be anything.” Human trafficking, which involves running a company that sells young girls for sex, is a source of genuine revulsion not just in nations notorious for it, such as India, Thailand, and Cambodia, but also in countries such as the United States.

- These youngsters are sold 20-30 times a day, allowing human traffickers to make untold sums of money off of them.
- 2.5 years ago, Ballard launched Operation Underground Railroad, which has already conducted 40 rescue operations, freed 600 victims, and arrested 250 traffickers.
- “I don’t like the 600 figure because, with 250 traffickers in prison, we’ve also saved children who will never know that they needed to be rescued since they weren’t stolen or sold in the first place,” he adds.
- TB: The simplest way to explain human traffickers is that they are successful business people.
- They may have been selling adult women for years before realizing the increased market for minors, where they may make twice as much money as they did previously.
- It’s the same thing: treating people as if they were property, and when someone has that kind of power, it’s remarkable what they’ll go to in order to be able to use that power on their own.
TB: While working undercover, I’ve had a lot of conversations with human traffickers.
After that, they begin to speak to me about their own children, whom they are not selling, and they show me photographs of their own girls.
In defense of their actions, I’ve seen people say things like, “But I look after her, I feed her, and she has a better life with me than she did at home.” The majority of human traffickers are also customers, and they will have sexual relations with these young women.
TR: I worked as a special agent and undercover operator for the Department of Homeland Security for 12 years, mostly investigating cases of human trafficking and child abuse on the border.
Given the magnitude of the task at hand, it’s easy to turn a blind eye to it.
The reality is that there are children all around the world who are enslaved or sold for sex, and I’m witnessing it firsthand.
Unfortunately, the United States government is unable to interfere in incidents that occur outside of the United States.
I realized that if I went private, I would be able to go to any place and aid, which is why I quit and formed O.U.R.
KB: What is the procedure for the raids?
TB: We establish contact with the relevant government agency in that nation, and we always collaborate with them rather than working independently.
So we’ll pretend to be tourists and head to a pub where we’ll meet some human traffickers.
Then we’ll go in and do the rescue.
What a difficult change for the girls to go through once you’ve saved them, I can only imagine.
What is their method of healing?
We have a dedicated aftercare section that ensures that, before we ever enter a nation, we have the necessary partners and resources in place to ensure that the children who are rescued have a safe place to go immediately.
All too frequently, the family was either aware of it or were the ones who sold them for money.
TB: We were going to a specific nation, and it was supposed to be this huge operation in which we would rescue 20 children, and then we found out that there were only two females, but the cost was still the same.
One of the girls we discovered had been trafficked since she was 11 years old; we rescued her when she was 15 years old.
Her aunt recognized a chance to profit from the situation and sold her.
When we admitted her to a rehabilitation facility run by one of our partner organizations, we told her over and over again that she could be anything her heart desired.
And that’s exactly what we did when she became 18.
The important thing to remember is that if you don’t give alternatives for these females, there will be no healing because of the harm these monsters make to their brains by convincing them that they are a product to be utilized.

Rescue Operations
Operation Underground Railroad is a covert operation that undertakes rescue missions to free children who have been trafficked. We engage with and teach governments and law enforcement organizations step by step on the best procedures for rescuing victims of child trafficking. Our specialist task force is comprised of former CIA, Navy SEAL, and Special Ops operators. Local law enforcement agencies are empowered to fight human trafficking more vigorously in their jurisdictions when they get coaching throughout the whole process—from investigative tactics to evidence collection for criminal prosecution to performing a rescue.
We cooperate closely with the United States’ foreign embassies and the Department of Homeland Security, and we never work in a nation without the government’s clear permission.
Aftercare
Our aftercare strategy is intended to offer survivors with opportunity to heal from their trauma while also becoming more self-sufficient via education and vocational training possibilities. To be successful, we think that education is essential in encouraging access to jobs, and that empowerment projects must be carried out in partnership with local government officials, civil society groups, and companies to be effective.
